Recommendations of OPORA regarding the information which should be published on websites of VRU committees

Civil Network OPORA is calling for the Committees of the Verkhovna Rada to take measures and improve the promulgation of socially important information on their sites till December 31, 2013.

One of key challenges on the way to the establishment of democratic governance practices and European standards of political culture in Ukraine is the ability to secure transparency of government bodies. Transparency of government bodies includes promulgation of information about activities of VRU committees, which implement vital legislative and controlling functions.

According to sociological researches, the best way to promulgate information of government bodies is to publish it in internet.However, despite the government bodies are obliged to inform citizens about current activities, they use internet quite unwillingly when it comes to the promulgation of information. Promulgation of activities of parliamentary committees is a bright example of such passivity. Article 9 (2) of the Law on Committees of the Verkhovna Rada of Ukraine provides that information about current activities in committees shall be published on the official web page of the Parliament. However, it's not implemented in practice. Instead of materials about meetings and taken decisions, web site of the Verkhovna Rada contains basic information about membership of committees, grounds for their creation, and contact information of the secretariats.

Taking into consideration the research results, conducted by Civil Network OPORA and social importance of raised issues, OPORA recommends committees to publish socially significant information on websites:

Committee of the Verkhovna Rada on European Integration

  1. In order to form a coherent picture of activities in the Committee and secure proper publication of the most important information about activities of the Committee regarding its previous convocations on the official website, particularly: information about membership of the Committee and protocols of its meetings;

  2. to publish links to the information about the powers of committee members and functions of sub-committees; powers of the Secretariat of the Committee; information about the staffing and activities of the scientific expert council under the Committee and other advisory bodies which cooperate with the Committee;

  3. to publish information about the location of the Committee's office, mailing address, phone numbers, mailing addresses of MPs of Ukraine which are members of the Committee;

  4. in order to secure the openness of the Committee, it should publish on the official website information regarding accreditation procedures for journalists, and how journalists, representatives of NGOs, and interested persons without accreditation can get permits to attend meetings of the Committee;

  5. to publish minutes of meetings of the Committee on European Integration, starting from the 1st meeting conducted by the Committee after the Parliament of current convocation started functioning. to organize regular and timely updates of meeting minutes in the future;

  6. to secure publication of schedules and agendas for upcoming meetings of the Committee, and meetings of sub-committees on the official website of the Committee;

  7. to regularly publish on the official website of the Committee information regarding changes in the schedule of meetings not later than four days if they are to be held in the periods between plenary sittings of the Verkhovna Rada of Ukraine, and not later than twenty-four hours in the period when plenary meetings are conducted.

  8. to publish the working plan for the current session on the official website of the Committee. to secure regular and timely publication of working plan of the Committee on European Integration for every next session of the Verkhovna Rada of Ukraine of VII convocation;

  9. to publish on the official website of the Committee: the list of draft laws which belong to the specialization area of the Committee, and those on which the Committee shall submit advisory reports, information about the stages of consideration of draft laws;

  10. to publish dates on which consideration of bills was scheduled, their division between sub-committees, their scheduled consideration in sub-committees, expert opinions and advisory reports on draft laws, and results of their consideration.

Committee on Agrarian Policy and Land Relations:

  1. In order to form a coherent picture of activities in the Committee and secure proper publication of the most important information about activities of the Committee regarding its previous convocations on the official website, particularly: information about membership of the Committee and protocols of its meetings;

  2. to publish links to the laws and regulations which govern activities of the authority, information about the powers of committee members and functions of sub-committees, powers of the Secretariat of the Committee and its contact information, information about the staffing and activities of advisory bodies under the Committee and expert organizations which cooperate with the Committee;

  3. in order to secure the openness of the Committee, it should publish on the official website information regarding accreditation procedures for journalists, and how journalists, representatives of NGOs, and interested persons without accreditation can get permits to attend meetings of the Committee;

  4. to publish minutes and verbatim records of meetings of the Committee, starting from the 1st meeting conducted by the Committee after the Parliament of current convocation started functioning. to organize regular and timely updates of minutes and verbatim records of meetings in the future;

  5. to publish on the official website of the Committee information regarding changes in the schedule of meetings not later than four days if they are to be held in the periods between plenary sittings of the Verkhovna Rada of Ukraine, and not later than twenty-four hours in the period when plenary meetings are conducted;

  8. to publish on the official website of the Committee: dates, on which consideration of bills was scheduled, their division between sub-committees, their scheduled consideration in sub-committees, information about the stages of consideration of draft laws, expert opinions and advisory reports on draft laws, and results of their consideration.

Committee on National Security and Defense:

  1. In order to form a coherent picture of activities in the Committee and secure proper publication of the most important information about activities of the Committee regarding its previous convocations on the official website, particularly: information about membership of the Committee and its meeting minutes, issues which were considered by its previous convocations;

  2. to publish links to the information about the powers of committee members and its apparatus on official website of the Committee; publish information about the staffing and activities of advisory bodies under the Committee and expert organizations which cooperate with the it;

  3. in order to secure the openness of the Committee, it should publish on the official website information regarding accreditation procedures for journalists, and how journalists, representatives of NGOs, and interested persons without accreditation can get permits to attend meetings of the Committee;

  4. to publish minutes of meetings of the Committee on National Security and Defense, starting from the 1st meeting conducted by the Committee after the Parliament of current convocation started functioning. to organize regular and timely updates of meeting minutes in the future;

  5. to secure publication of schedules and agendas for upcoming meetings of the Committee, and meetings of sub-committees on the official website of the Committee;

  3. to publish information about the location of the Committee's office, mailing address, phone numbers, mailing addresses of MPs of Ukraine which are members of the Committee;

  4. in order to secure the openness of the Committee, it should publish on the official website information regarding accreditation procedures for journalists, and how journalists, representatives of NGOs, and interested persons without accreditation can get permits to attend meetings of the Committee;

  5. to publish minutes of meetings of the Committee on Budget, starting from the 1st meeting, conducted by the Committee after the Parliament of current convocation started functioning. to organize regular and timely updates of minutes and verbatim records of meetings in the future;

  1. to publish information about the powers of committee members and functions of sub-committees; powers of the Secretariat of the Committee and its contact information; information about the staffing and activities of advisory bodies under the Committee and expert organizations which cooperate with the it;

  2. to publish information about the location of the Committee's office, mailing address, phone numbers, mailing addresses of MPs of Ukraine which are members of the Committee;

  3. in order to secure the openness of the Committee, it should publish on the official website information regarding accreditation procedures for journalists, and how journalists, representatives of NGOs, and interested persons without accreditation can get permits to attend meetings of the Committee;
