Regional party coverage in Ukraine: who has the best representation?

How many local cells each parliamentary party has? Which region and which party has the largest number of regional cells? Civil Network OPORA is trying to get the answers.

The analysis is based on information provided by the Ministry of Justice of Ukraine answering OPORA's information request concerning local cells of political parties having parliamentary factions in the current Parliament (Petro Poroshenko Bloc, People's Front, Opposition Bloc, Samopomich Union, Radical Party of Oleh Liashko, All-Ukrainian Union Batkivshchyna).

All-Ukrainian Union Batkivshchyna has the widest network of local cells – 16,862 oblast, city, raion cells etc. The party is represented in all regions of Ukraine without exception. The biggest number of cells are located in Odesa and Lviv oblast, the smallest number in Chernivtsi oblast. However, there is no information about location of 434 cells of the Batkivshchyna party.

Petro Poroshenko Bloc 'Solidarity' party has the second best representation in Ukraine. Thus, it has 1,786 cells, what is almost ten times less than Batkivshchyna has. They are mostly concentrated in Vinnytsia and Kyiv oblasts, and there are little of them in the Autonomous Republic of Crimea, Chernivtsi, Ternopil, and Luhansk oblasts.

Opposition Bloc, Radical Party, and People's Front have 843, 738 and 633 cells respectively. Over one third of all cells of the Opposition Bloc are located in Odesa oblast. However, the party doesn't have any cells in Ternopil oblast and little cells in the Autonomous Republic of Crimea, Kharkiv, Lviv, and Ivano-Frankivsk oblasts. The Radical Party is represented the best in Kyiv and Kharkiv oblasts, and has little representation in the Autonomous Republic of Crimea. People's Front has the largest number of party cells in Kyiv, Dnipropetrovsk, and Odesa oblasts, and the smallest number in Luhansk oblast; none cells in Crimea. Samopomich Union has the smallest number of cells among parliamentary factions (196). However, the Party is represented in all regions of Ukraine without exception, with over 15% in Lviv oblast.

To sum up, the largest number of cells belonging to parliamentary factions is located in Odesa oblast (over 7% of the total number), Lviv, Vinnytsia and Kyiv oblasts have slightly less cells (over 5%).

Besides that, OPORA has created a national map of public receptions (rada.oporaua.org/map/), which is now being tested, and the data is being constantly updated. This resource is a step to improvement of communication between the voters and politicians, and, as a result, to openness and transparency of parties.

We remind that OPORA implements a nationwide (24 oblasts and Kyiv city) awareness and monitoring project in 2016 under the USAID's Accountability, Responsibility, and Democratic Parliamentary Representation (RADA) Program, supported by the Eastern European Fund. The project is aimed to involve the citizens in parliamentary processes, and increase their awareness about activities of the Verkhovna Rada of Ukraine, parliamentary factions and Members of Parliament of Ukraine. MPs were selected for monitoring purposes based on proportional representation of all parliamentary parties, gender representation, and previous activities in their districts.
